SARS-CoV-2 Testing in Wastewater

As the Covid-19 illness continues to vex our daily lives and economies across the world, governments, health officials, and researchers continue in their efforts to control the spread. Until therapeutic treatments and vaccines are developed to eliminate the threat completely, early identification and containment of individuals that are infected is a critical control measure. One such early detection method that is gaining momentum is the testing of wastewater for the genetic signature of the SARSCoV-2 virus being expelled from the bodies of infected individuals.

Presenter: Ray Martrano, Operations Manager

Mr. Martrano is an environmental chemistry leader and specialist with over 35 years of combined experience in analytical chemistry and environmental engineering. Specific areas of expertise include environmental laboratory management, analytical chemistries and methodologies, sampling, project management, remediation technologies, process engineering, and Quality Assurance/Quality Control.

Biological & Economic Benefits Estimation under

§ 316(b) of the Clean Water Act

Issuance of permits under the Clean Water Act (CWA) requires a carefully balancing of the costs and benefits of the individual permit requirements.  Often this balancing is done in the development of numeric water quality criteria when then can be translated into individual permit limits.  However, for other potential stressors, the water quality requirements are more qualitative leading to a less rigorous assessment costs and benefits.  One example of this occurs with CWA § 316(b) which requires facilities that withdraw cooling water to use “the best technology for minimizing adverse environmental impact”. While this section was part of the CWA since its inception in 1972, regulations on how to select the best technology available (BTA) for each facility were not finalized until 2014.  In issuing these regulations, USEPA allowed an explicit consideration of the economic costs and benefits in making a BTA determination.  In this case, the benefits are economic values of the improvements in the aquatic community in the affected waterbody.  This presentation will discuss the process used to determine how the economic values of aquatic community improvements are quantified.  Further, we will discuss how such cost and benefit comparisons could be incorporated into other CWA permitting issues.

The Do’s and Don’ts for Noise Analyses and Reports

Friday, April 23, 2021 at 12:00 (noon) Eastern Time

 

FHWA and PennDOT will review requirements for determining when a project qualifies as a Type I noise project, how to complete Type I noise analyses and public involvement, and reporting.  This will include highlighting key elements from the noise policy (PennDOT Publication 24), frequent comments, and tips on procedures including how to handle public involvement during the pandemic, clear writing, and more.

Indiana Bat and Northern Long-Eared Bat Rangewide Programmatic: Overview and Use of IPaC for Consultation

Originally executed in 2016, the Range-wide Programmatic Consultation for Indiana Bat and Northern Long-eared Bat has provided consistent, effective, and efficient Section 7 consultation throughout the range of the species. However, even though Pennsylvania has successfully implemented other programmatic consultations for listed species within the Commonwealth, the range-wide programmatic hasn’t been integrated into project development at quite the same level. Therefore, the goal of this presentation is to revisit the purpose of the range-wide programmatic, provide an overview of the processes for informal and formal consultations, and discuss how the US Fish and Wildlife Service’s Information for Planning and Consultation (IPaC) system is used to process programmatic consultations.
